Follow the ability’s stated scaling
A talent coefficient needs a stat to multiply. Many attacks use ATK, but an ability may explicitly use Max HP, DEF, EM or more than one quantity. A high stat is useful only where the kit uses it.
Neuvillette’s Equitable Judgment uses Max HP. Bennett’s Burst healing also uses Max HP, while its ATK buff uses Base ATK. These effects belong to different calculations even though they appear in one Character’s kit.

Base ATK has a specific meaning
Base ATK combines the Character’s base ATK and the equipped weapon’s base ATK. ATK% bonuses act on that base; flat ATK is added separately. An artifact’s ATK% or flat ATK does not become Base ATK.
This distinction matters for Bennett’s buff. Raising his sword’s base ATK can increase the buff, while giving him an ATK% artifact does not increase that Base-ATK contribution. The artifact can still affect his own ATK-scaling damage.

Compare percent and flat additions in context
For an ordinary ATK calculation, 700 Base ATK with a 20% ATK bonus and 100 flat ATK gives 700 × 1.2 + 100 = 940 ATK. This isolated example is arithmetic, not a damage estimate or an equipment recommendation.
HP% and DEF% similarly refer to their respective base stats, not Base ATK. Read an effect that grants damage from another stat as its own conversion rather than assuming all conversions enter the same part of the calculation.
A scaling stat is not the whole build
Once the relevant scaling is known, check damage bonuses, CRIT rules, reaction ownership and Energy needs. More HP is not automatically better than a Hydro goblet for an HP-scaling Hydro attacker; those stats change different factors.
Talent levels can change the coefficient without changing the Character’s displayed stat. Compare the actual talent at the intended level, not only the attribute screen.
