Overview
Starlight Billy converts HP into Sheer Force and spends Determination on Full Throttle attacks. Wheelie helps recover health, balancing his offensive sequence against its HP restrictions.
Role
Physical Sheer carry with HP spending, self-recovery and resource burst.
Playstyle
Use Drive Suppression to establish the buff, route into Cool Wheelie and recovery attacks, then spend Determination on the full-throttle finisher.
Why It Works
HP contributes to Sheer Force, defensive actions generate Determination, and compatible support activates Starlight damage stacks.
Watch For
Drive Suppression needs HP above its threshold. Repeated spending without recovery can lock out the setup rather than improve damage.
Playstyle
Combat Flow
Drive Suppression → Cool Wheelie / Starlight stack → Recover with EX branches → Build 100 Determination → Full-Throttle Starlight → Refresh and repeat
Key Notes
Using Drive Suppression during Basic hit four halves its HP cost.
High-Traction Wheels and Rocking Footwork heal on activation.
A Stun, Defense or Support teammate activates the Additional Ability.
Sheer damage ignores DEF; PEN is not a substitute for HP and CRIT.

All Physical DMG Starlight - Billy deals is Sheer DMG, ignoring enemy DEF and using his Sheer Force stat as the DMG Multiplier. Starlight - Billy restores 60 Adrenaline upon entering the battlefield.
