Start with the learnset
A Persona’s page lists its starting skills and the levels at which it learns more. Check costs, targets and effects in the skill reference before deciding which skills to keep. A skill that covers one enemy is different from a party-wide or multi-target effect.
Check the result in the Velvet Room
The fusion tools calculate the resulting Persona and its requirements. They do not optimize inherited skills. Verify the choices offered by the game before confirming a fusion, particularly for unique skills and inheritance restrictions.
Give the Persona a clear role
A useful set can combine an attack with the recovery or support your party is missing. Do not discard an important weakness answer simply to fill every slot with stronger attacks. Compare the resulting coverage with the rest of the party.
