Cost and cooldown are separate checks
A Burst needs enough Energy and must be off cooldown. Filling the Energy gauge does not remove the cooldown; waiting out the cooldown does not fill the gauge. Read both values in the talent reference before planning repeated casts.
Kaeya’s Glacial Waltz has a listed Energy cost of 60. That is a cost, not an Energy Recharge recommendation. The same Character can need different ER in teams with different particle supply and ability orders.
Who collects the particles matters
Particles and orbs restore Energy to the party. Elemental matching and whether a Character is on-field affect the amount received. Switching the intended recipient onto the field before particles arrive is commonly called funneling.
Bennett can use his Skill and switch to Xiangling so she collects the resulting Pyro particles. The cast and collection are separate moments; switching after collection does not transfer Energy that has already been received.
ER multiplies incoming particle Energy
Energy Recharge increases Energy received from particles and orbs. It does not make a Skill produce more particles. Direct Energy restoration, such as a specified amount restored by Prototype Amber, is not multiplied by ER unless an effect explicitly defines a different rule.
Favonius Sword supplies ER as a secondary stat and can generate particles through its passive. These are two distinct contributions. Its CRIT-trigger condition, chance and cooldown still need to be satisfied.

Check the second rotation
A full gauge at the start can hide an Energy shortage. Repeat the intended ability order and check whether the next Burst is available when its turn arrives. Record who catches particles and whether weapon effects activate.
If the rotation stalls, identify the missing supply before replacing damage stats with more ER. More Skill casts, different collection timing or a teammate’s particle effect may change the requirement. There is no universal ER target for a Character independent of team and rotation.
